Technical Assistance and Training Team

The Pennsylvania Association of Public Safety Instructors has established the Technical Assistance and Training Team as a benefit to interested members. Those joining the Team will have the opportunity to join other members of the Team in bids for a contract or grant or make an individual bid for which they have specific expertise required by the contract or grant. There is no extra cost to join the Team for PAPSI members. Each team member will have an opportunity to decide whether or not they might want to participate in any particular contract or project. This is an opportunity for members to make extra money whether they are retired or stil have full time jobs.

The Team will be part of PAPSI but operated by the Team itself. The Team members will select the leaders of the Team.

There will be three basic forms of work that the Team will seek: contracts and grants from different levels of government, and the offering of workshops and seminars by Team members where the Team has identified a need and expertise exists to meet those needs through training.

Currently we know of a few PAPSI members who have had or are currently working on projects at the federal, state and non-profit levels. These include the PA Emergency Management Agency (PEMA), the National Science Foundation, the International Association of Chiefs of Police, the National Corrections Institute (part of USDOJ), and the James Irving Foundation. We are sure there are many others.

Recently the Commonwealth of Pennsylvania pre-qualified the Pennsylvania Association of Public Safety Instructors under the Consulting Services Invitation to Qualify (ITQ) statewide contract. The purpose of this contract is to address the consulting services requirements of the Commonwealth of Pennsylvania’s executive agencies. These include PEMA, PA Dept. of Education and other public safety related agencies. The Invitation to Qualify (ITQ) is the name given to certain multiple-award contracts issued by the Commonwealth pursuant to Section 517 of the Procurement Code. ITQ contracts may be solicited by an Invitation for Bids or a Request for Proposals.
