Who we are

 

PAPSI is a volunteer organization that exists as a non-profit incorporated in the Commonwealth of PA. Membership is open to anyone that instructs in areas of public safety and law related career areas and occupations. This includes law enforcement, emergency services, corrections, fire services, security, criminal justice, emergency dispatch, school safety, cybersecurity, counterterrorism and related fields. It  includes those instructing and teaching at all levels—secondary, postsecondary and in the various targeted professions.

What we do

 

Because we are a volunteer, membership organization, with no paid staff, each year we hold a membership meeting to determine the seminars, workshops, conferences and other projects that we will offer or work on during the coming year.

 

These will be in the areas outlined in the goals section of our Charter. They are:

1. Promote the welfare and professional growth of the membership and that of those engaged in the LPSCS field.

2. Provide a channel of communication between and among the various career and technical education LPSCS programs, instructors, and students throughout Pennsylvania. 

3. Develop and strengthen standards of instruction and the development of curriculum

4. Support and recommend improvements to professional standards in LPSCS occupations

5. Influence the development of program mandates and guidelines and propose improvements when needed.

6 Assist in providing staff, and act in an advisory capacity to career and technical education LPSCS program administrators and instructors. 

7. Make recommendations concerning training academies, in-service training programs, postsecondary and new and existing career and technical education LPSCS programs including the development of career pathway programs.

8 Provide a liaison between the various government and private agencies and public and private career and technical education.  

 

To enhance communications among members we will provide e-newsletters and blogs to help update members with information that will be of use to them. In addition, as membership grows, and as requested we will create networks that will allow those with similar interests to communicate and exhange information, ideas such as best practices.

PAPSI PARTNERS WITH LAPSEN

In an effort to provide more resources for instructors in Pennsylvania, PAPSI has joined a national non-profit, 501c3 organization: the Law and Public Safety Education Network. LAPSEN was formed by a group of state career and technical education agencies, so its primary focus is on supporting career programs at the secondary and post-secondary levels. This means that law enforcement, fire sevices, EMS, corrections, security and related public safety agencies are also involved. Their involvement is driven from a desire to ensure effective career programs and create a recruitment pipeline for their agencies.
LAPSEN provides a number of resources many at no cost and other through discounts they have arranged through vendors as well as national professional associations. By joining PAPSI you will automatically be offered a membership in LAPSEN at no additional cost. To view the benefits of LAPSEN 
RECRUITMENT AND RETENTION

Recently PoliceOne.com commissioned a series of articles dealing with recruitment and retention of law enforcement officers. There are over 1 million officers at the state, local and federal levels, including military. There have always been obstacles and the ones faced today are not much different from prior years. There are always a great many tactics and strategies that are proposed, but often the proposals and example neglect the effort to "grow your own". Of course these strategies typically involve working working with secondary school career programs, and programs such as Law Enforcement Explorers and Skills USA. Only in one article could we find a mention of such programs. This was in the one discussing the Topeka Police Department's multi-pronged approach. One approach is the use of the Explorers program. The PD currently has 20 former Explorers on the force.

Nevertheless there are many informative articles with information that can be incorporated into lesson plans for those interested in careers in law enforcement. Some of the titles include:
